East Riding of Yorkshire Council has submitted its East Riding Local Plan (Proposed Submission) to the Secretary of State and this will now be followed, in due course, by an Examination in Public.
The local plan will set planning policy and will help guide investment decisions in the East Riding up to 2029. It establishes how much development will take place in the East Riding and where this will be provided. In particular, it identifies land for new housing, employment, retail and transport related development.
Once adopted, all planning applications in the East Riding will be determined against the policies and allocations in the local plan.
Evidence gathering and preparation of the local plan began in 2004 and the council has carried out extensive consultation on eight occasions, most recently in January 2014.
Comments to the first seven rounds of consultation have been used to formulate the plan and the Proposed Submission Documents, which were consulted on in January 2014, have been submitted with the responses received. An independent planning inspector will now consider those responses alongside the plan.
What Happens Next?
The Secretary of State has appointed Mr Simon Berkeley, BA, MA, MRTPI, as the inspector from the Planning Inspectorate to carry out an independent examination of the local plan. He will consider whether the plan meets the requirements of legal compliance, the duty to cooperate and soundness, taking the Proposed Submission representations into consideration.
Where the inspector considers that more information is needed, he will hold a series of examination hearings. It is expected that the Examination in Public will take place in summer 2014 and, if approved, the plan will be adopted in early 2015.
