Justification needs explanation

Dear Sir/Madam,

I’m sure it wasn’t deliberate but you must admit that the heading to Richard Clatworthy’s letter on page 4 of the Guardian did not reflect his views!

The issue of the setts is clearly contentious. If one looks at it objectively one hopes that the cabinet of 10 have consulted widely and taken into account a range of views and presumably their decision is therefore well informed.

It would be helpful if their justification was thoroughly explained and not obscured by references to overall strategy. There is bound to be some unease re the consultation process and the extent of objections to the setts.
